Strategic Communication for Oak Bay's Award-Winning Infrastructure Strategy
The Challenge:
The District of Oak Bay faced a challenge common to municipalities and private organizations: securing buy-in for a critical, long-term investment. Their essential infrastructure required a sustainable, 100-year replacement plan.
The core issue was communication. How do you make a technical, data-intensive financial plan understandable and compelling for residents, council members, and staff? The goal was to transform perception from a short-term "cost" into a legacy of responsible stewardship and fiscal predictability.
Our Role:
We partnered with Oak Bay to build a full-service communication strategy and engagement toolkit. Our approach moved from raw data to a clear, multi-channel story.
A Foundational, Award-Winning Report
We transformed complex asset management data into a publicly accessible, professionally designed report. Clear writing, strategic infographics, and a credible layout made the plan understandable for both finance experts and residents.
Educational Animation
We produced a concise animated video—handling scripting, storyboarding, graphics, and production—to explain the plan's "why" and "how" in simple, engaging terms.
Integrated Rollout Support
We provided a public relations plan, press release, and social media content to launch the plan consistently across all channels, ensuring clear and widespread communication.

The Sustainable Infrastructure Replacement Plan was successfully adopted and widely recognized for its clarity and strategic vision. These outcomes led to UBCM’s Excellence in Asset Management award.
